Short answer: GTA V streams models and textures in and out around the player within a limited budget. Every streamed car, clothing item, MLO and prop competes for it. Oversized textures fill it fastest. Server owners fix texture loss by shrinking and compressing streamed assets, reducing duplicates and MLO density; players help by lowering texture quality to match their VRAM.

The game does not hold the whole world in memory. It loads what is near the player at an appropriate level of detail and unloads what is far away. When too much is requested at once, higher-detail versions wait or never load — that is what players see as blurry or missing textures.
