Questions

Can I use these files in my own resource or tool?
Yes. They are plain lists of ids and names that the game itself defines, published so you do not have to scrape a table out of a web page. No account, no API key, no rate limit. Credit is welcome but not required. The underlying game names remain the property of their rights holders — see the trademark notice.
Is there an API?
These are static files, which is better than an API for this kind of data: fetch the JSON once at build time and ship it inside your resource. Every file answers with CORS open, so a browser tool can read it directly.
How often does the data change?
Only when a game build adds sprites or zones, which is a few times a year. Each file carries an "updated" date, and the JSON envelope repeats it alongside the column definitions.
What is the CSV for?
Spreadsheets and quick lookups. The JSON is the better fit for code because it carries the column descriptions and the row count with it.
