Radar and minimap mean the same thing in FiveM, and the word you use tends to say what you care about. People who say minimap are thinking about the pause map. People who say radar are thinking about the little circle in the corner while they are doing ninety down the Del Perro Freeway. That corner is the harder design problem, and it is the one this page is about.

On a 1080p screen at default HUD scale, the minimap circle is a couple of hundred pixels across and shows a few streets. Everything that matters has to survive being drawn that small while the player is moving and looking somewhere else.
That rules out a lot. Fine texture, subtle colour differences and thin decorative linework all disappear. What survives is contrast between the road network and everything else, and a clear difference between a road you can take at speed and one you cannot.
Casing is the trick
Every road here is drawn twice: a dark stroke slightly wider than the road, then the road on top of it. That dark ring is what separates a street from the block beside it when both are being drawn three pixels wide. It is the oldest trick in map making and it is the single biggest difference between a map that works on a radar and one that only works on the pause screen.
The three tiers are then set apart by brightness rather than by hue, because hue is the first thing to go at small sizes and in peripheral vision.

Why it matters in motion
The radar rotates and scrolls constantly. Anything that aliases badly shimmers, and shimmer in the corner of the eye is more distracting than almost anything else you can put on screen. Flat colour and clean road strokes hold up under that movement; photographic detail does not.
